You have any product that is similar to top227?
The product datasheet tells me it can work in discontinue mode.
You have some product you do not need the input bulk capacitor?

Sorry, I can not find any design without bus capacitor with 100w.
The various LED products' demo boards and examples don't use bulk capacitors.
There is an old design using a TOPSwitch that has no bulk cap for high PF, I'm trying to find it....
