TOP264EG flyback, does not start

Hello,
We designed SMPS using PI Expert online tool as per the following:
Input: 70V DC to 125V DC
Output1: +15V 400mA
Output2: -15V 400mA
We built prototypes as per the design. When we power up the prototype, it doesn't start.
Can you please help?

can you please provide the link of the piexpert design for me to review. Also, please provide the layout in gerber files. Layout is critical for SMPS.
