LNK364PN Power supply cannot work

hi,dear pi engineer.recently, i am using LNK364PN chip for my power supply.
and my output is dual +5v, load is about 500ma.but it cannt work.
and the voltage of the drain cannot achieve 0v, the lower level is about 120V,
i use biasing feedback which connects to the FB pin, and the voltage is about 1.65V. and the BYPASS pin voltage is about 6.10v.
i donnt know why, can somebody make any suggestions? thanks.

Di you design your transformer using PI expert?
