TOP264 Output too high

Hi,
My output is stable over different load and different input voltages. However, it is too high - it reads 4.1V where 3.3V is expected. Resistor divider values are correct. TLV431 reference voltage is measured to 1.2V. It looks like feedback is driven to the point where it can't regulate an lower. Any idea how to fix this? Schematic attached.

Further reducing of R7 doesn't help. I tried going as low as 10ohm.
TLV cathode is 2.36V.
Are you sure you have a TLV431? the anode voltage sounds more in line with a standard TL431.
It is fixed - wrong resistor value was placed.
Good - let me know if any other issues crop up.

Reducing the value of R7 might help. What is the voltage at the cathode of the TLV431 while this OV is happening? Is is bottomed out near the reference voltage?
