why TOPSwitch-GX Family isn't available on both online and offline PI Expert suit software. I am working on TOP242 and this ic is not available on both of your platform. Is their any process to add TOP242 to offline PI Expert suit 10.

Yes, per the original thread, the key was deactivated on 06/16/2017 with notice. Please consider updating your design to more recent TOPSwitch generations.
If that is not possible, then I can make a special request internally to see if another option is available.
