TOP244 15W design output not stable

Hi,
i need a little help regarding 15w supply designed with TOP244.
the design is generated using PI Expert suite.
when i apply the 230v ac the output reaches to 7 to 8v then drops down to 3v and continues,
i checked the transformer parametes, and they seems to be okay.

Are you exactly the same schematic? if not can you send me the schematic that you are using for your design?
