problem with start moment -lnk409 -21-28 W triac dimmable

HI PI
I have a problem with the starting moment of this schematic....
I have 12.6V The Volatage Pin V ,and400 V on the D-Drain Pin
can you help me....

I did the changes,and the results are:206V eff>0.45A :20.1V:45ohm-load
220eff>0.48A: 16.8V on the plus C5,and may be works out ovp(in my opinion)..this is the shematich
Would you help me,to achieve next parameter :IN 230vAC Iout=0.65A Uout= 25V-38V

I think that we have to make some changes in the feedback.Can you look at the aattached files more carefully.
It seems like you may have accidentally connected the BP pin capacitor to the FB pin circuitry. C4 I believe should be connected to the BP pin.
Try that and see if that helps.
