Measuring power consumption during opperation.

Hello,

We have recently completed a project obtaining an agency listing, and our customer's marketing department needs to claim the devices "self energy" usage.

We are using your TNY263 for a 2.5W max switch supply, the device never goes to sleep or standby, although the customer wants to claim MIN/MAX at (176 to 264VAC) power usage on the STATES A-C see attached spread sheet.

My two questions are:

1) Are just simple Volt-Amps typically claimed, or true Wattage?

2) I am having a hard time determining a zero crossing to get the leading angle if true wattage is applicable... What are the spikes shown on my shunt current measurement?

Any technical discussion would be greatly appreciated.
