DN-14, Where does this equation come from ?

I could not able to find where does the equation Vmin on page 8 of DN-14 come from ? (attached) I could not able to extract.

I have found, it was not a closed form, just an approximation.
You can see it page 13 of AN-16. (also from attached image)
