Why flyback topology

I am new to SMPS design.
Whenever I see a universal AC input power supply, it is flyback. Well, not all of them, but many.
Cell phone chargers for example. The input is 85-265VAC and output is 5V. you are stepping down the voltage. Shouldn't buck regulator be the obvious choice?

Any other advantage. I think transformer can also me used in Buck regulator.
Should the flyback transformer be custom designed or can any commercial transformer be used.

Flyback is one of the simplest and least costly of the various switching topologies available. Since isolation is required, a transformer instead of an inductor is normally used. A transformer can give the necessary step down in voltage by with the correct secondary to primary turns ratio.
