Hyper PFS heatsink

It appears that these Hyper_PFS parts are designed to only be used with a vetical pcb mounted heatsink. Is there any plan for a different package or lead form for attaching the part to a mounting plate that is parallel to the pcb? If a pcb mounted heatsink is used, can the PFS part be mounted to it without electrical isolation if the heatsink is floating and can't be touched or will this increase EMI?

I cannot tell you if there's a plan for a horizontal version, but we don't have it right now.

If you mount it on a heatsink without electrical isolation, yes the potential is there to make EMI worse, but there are several other factors involved - how big the surface area of the heatsink is, what it couples (capacitively) to, does it couple to the EMI filter components, does the PSU have a metallic enclosure, etc.

my circuit had good output and emi response.but when i detach heatsink from b- of my pfc900w my ic blowed do you see a relation between ic blowing and grounding heatsink?

Yes, depending on the specifics of your PCB layout and its parasitics.
