Transformer Cooling Fan Controller

Hi,
I am attaching a specification for the BLDC motor controller for transformer cooling application. Please help me by suggesting a solution for the application. My maximum power rating of the motor is 350W. Maximum motor current is 12A, rated is 8A. Input voltage is 170VAC to 280VAC Single phase/Three phase (Optional). High Voltage withstand is 460V(Ph-Ph) for 120 min.
