LED driver with 17v and 300mA

I Want to design LED driver with 17v and 300mA Output. input ranging from 90V to 265 V.
Please suggest how to proceed.

Sir i require a non- isolated,non-dimmable and high power factor LED driver for A19 lamp.
RDR-251 is universal input, 5 W output, LED driver for A19 lamp fixture.
It is dimmerable high power factor LED driver, and you can remove active bleeder and damper circuit for non dimmerable application.
It would be easier for you to get RD251 board and modify it for non dimming application.
It is necessary to know whether you need to have an isolation and high power factor before recommending any PI LED driver IC to use.
