TOP250 & tube amplifier

I am diagnosing a regular, audible clicking sound coming from this IC in a small desktop tube amplifier. Even after replacing the IC, the new one clicks as well. No schematic is available for this unit so I am at a loss. I'm a junior audio electronics repair tech with proper bench equipment. Any advice would be appreciated, thanks

This appears at first glance as if the TOPSwitch is operating in autorestart protection mode  due to a fault somewhere else in the power supply. Some possible culprits might be an output short or perhaps dried-up output capacitors. To start with, you might want to monitor each of the output voltages with an oscilloscope to see if they at least try to start and regulate.
