Design of a non-isolated power supply with line connected to output GND
I have a problem with an actual transformless capacitive power supply that I am using in a project.
It is generating a lot of heat and it cannot work with universal input voltage (85-265 VAC).
I have looked at the design example report DER-507 (https://ac-dc.power.com/sites/default/files/PDFFiles/der507.pdf) and the specification of this power supply is very adequate for my project.
The problem is that I have to connect output GND of this power supply, which is TP4 in the schematic shown in the document, to line from mains voltage.
This requirement is needed for the circuit that I have to power using this power supply.
Is there any problem to make this connection? If there is, is anything else I can do to make this connection possible in this circuit?

Great! That's the way I need it. There's just one more thing. Can I switch Line and Neutral? I mean, can I connect Line to TP2 and Neutral to TP1?
I haven't got any response yet regarding my last question. If I make the change suggested in the previous comment by PI-DATA, can I connect LINE to TP2 and NEUTRAL to TP1?

Yes you can interchange the two as long as you have the fuse on either Line or neutral.

Im not sure if I get your question right.
If you want to connect GND to output mains Neutral then just removed R2.
If you have a lower requirement on surge you can remove that.
But if it is not then you can transfer that to input Line in series with R1 or combine with R1.
