I would recommend to ‘repair’ PI Expert Suite through Control Panel -> Programs -> Programs and Features -> Select PI Expert Suite 9.0 and click Repair.
Alternatively – uninstall whole product and install again.
I did the "repair" but still get the error when trying to update.
Did you try reinstalling the software?
Can you send us a screenshot of the error and your system's configuration?
