TOP249YN makes so much noise

I use my receiver with the 1st supply, it 's good, but the 2nd is too bad.

So, what cause the different between them? 

When using the oscilloscope to measure output voltage, the measurements need to be done as indicated in section 11.5 of the below link. I think after using this method you would not see what you are looking now.
