SC1097 details and debugging methods

Hi,
I have Samsung mobile phone charger which has become non-functional.
I opened and check that it has PI's SC1097D IC. I suspect that has been damaged.
Other components seem to be ok, also transformer is fine.
How can I check SC1097D IC ?
Please, guide and suggect replacement part since I can not find SC1097D details on PI's website.
